Water Rights Issues Team -the focus is to facilitate the removal of ambiguities in water rights ownership in the region.  Activities could include: establishing a program to assist residents in preparing for adjudication, creating an informational discussion round-table or even a negotiating table, maintaining a media campaign on the costs of failure, and by encouraging appropriate governmental action -- perhaps teaming with other entities to accomplish the above
